The Top Employers Certification is the flagship programme of the Top Employers Institute, an Amsterdam-headquartered organisation whose journey began in publishing in 1991 before it introduced its formal certification seal and research methodology in the mid-2000s. Rather than a competition judged on written entries, it is an audited benchmark: participating organisations complete the HR Best Practices Survey covering six domains (Steer, Shape, Attract, Develop, Engage, Unite), after which qualified HR auditors independently validate the answers, resolve ambiguities and verify supporting evidence before certification is confirmed. For 2026, nearly 2,500 organisations across 131 countries/regions were certified, with the Institute citing impact on more than 14 million employees globally.
Certification is awarded per country or region, and companies certified in enough markets can earn regional and Global Top Employer status — only 17 companies worldwide achieved Global certification for 2026. Certified employers receive the recognisable Top Employers seal for employer-brand use, ready-made communication materials, a results dashboard with benchmark data against the full certified pool, and access to exclusive events and networking. Because every claim is auditor-validated against one of the world's largest HR benchmarks, the seal carries weight with candidates and boards alike, particularly for multinationals recruiting across many markets.
Practically, this is a paid participation programme aimed at established employers: the Institute's participation criteria have required at least 250 employees locally or 2,500 internationally plus formalised HR practices, and fees are not published (budget via a consultation with the Institute). The cycle is annual — organisations enrol and work through the survey and validation during the year, and each new cohort of certified Top Employers is announced the following January, as with the 2026 cohort. Strong participants treat the survey as a genuine audit, involve practice owners across all six HR domains, and use the benchmark gap analysis to improve year over year.
